Most takaful operators ask you to trust that a committee somewhere approved the product. Sukoon Takaful hands you the certificate. Its website publishes downloadable, scholar-signed Sharia certificates for each individual family takaful product, Protect, Savings, Term and Group, a disclosure standard no larger UAE operator matches. If your first question about Islamic insurance is "prove it," this is the company that actually tries to.

A genuinely historic licence
The company was registered in 1992 as Arabian Scandinavian Insurance (ASCANA) under an Amiri decree. On 19 March 2014 its shareholders approved converting the entire business from conventional insurance to takaful, and takaful contracts began issuing on 1 February 2015, a conversion the company describes as the world's first from conventional to takaful. In May 2023 it was acquired by Sukoon Insurance PJSC, the former Oman Insurance Company and one of the UAE's largest insurers, rebranded Sukoon Takaful, and completed its legal name change in 2024. It holds CBUAE takaful licence 006, the oldest number on the takaful register, and operates from Dubai (Al Garhoud) and Abu Dhabi.
The scholar bench is the headline
The named Internal Sharia Supervision Committee: Dr. Moosa Khoory (chairman, PhD in Islamic Finance from Durham University), Dr. Ashraf Hashim (deputy chairman, and chairman of the Central Bank of Malaysia's Shariah Advisory Council, one of the most senior Shariah governance posts in global Islamic finance) and Dr. Abdulsalam Kilani. For a company of this size, that is a world-class bench, and the published Why Takaful page explains the model in one paragraph peers scatter across annual reports: contributions are donations into a fund separated from shareholder money, wakala governs policy management, mudaraba governs investment, year-end surplus may be distributed to participants as cash dividends or retained, and shareholders provide Qard Hasan for any deficit.
What it sells
- Motor: comprehensive and third-party tiers riding the parent group's garage and claims network, with 24/7 emergency support. Quote-based.
- Medical: individual, family and group plans on the Sukoon group's healthcare infrastructure, including a custom-built plan option for individuals, which is rare at retail.
- Family takaful: Term, Savings and Protect plans plus Group Family Takaful covering 10+ employees for death and disability with optional accidental medical and repatriation expenses, each with its own published Sharia certificate.
The group family takaful product is the practical star. Most UAE companies buy conventional group life by default; an employer who wants a compliant alternative with repatriation cover for an expatriate workforce gets exactly that here, certificate included.
The honest negatives
- No published rates, benefit tables, fund menus or surplus history anywhere on the takaful site. Everything is a quote conversation.
- Thin retail surface: two offices, product pages lighter than the market leaders, and a brand overshadowed by its own conventional parent.
- The structural question some buyers will ask: this is a takaful subsidiary of a conventional insurance group. The Shariah firewall is the licensed entity boundary, with participant funds segregated inside Sukoon Takaful PJSC and product-level certificates attesting compliance. Buyers who object in principle to takaful under conventional ownership will not be satisfied; buyers who accept the licensed-entity boundary get the best-documented compliance in the UAE.
- The subsidiary carries no standalone financial strength rating; the strength evidence runs through the parent group.
Verdict
Sukoon Takaful is the verification benchmark of UAE takaful: use its documentation as the standard and make every competitor match it. It earns a B+ in our Halal Money Index, held back only by its pricing opacity. Employers building Shariah-compliant benefits should get its group quote first. Individuals should collect its certificates, then compare hard numbers against Watania Takaful Family's printed plan tables and ADNTC's ratings. And everyone should ask it the three questions its excellent model page still does not answer: the wakala percentage, the mudaraba share, and last year's surplus treatment. Facts verified 5 August 2026 from sukoontakaful.com and the CBUAE register.
How to buy from an operator that publishes no prices
Sukoon Takaful's pricing opacity is total: not one contribution figure appears on the public shelf. That does not make the products bad, it makes the buying process yours to run. Request quotes for the same cover from at least two rivals with the quote in hand, Salama for breadth and Watania for motor, so the number arrives with context. Then use the one thing Sukoon does publish better than anyone: ask the salesperson to walk you through the product's own Sharia certificate, which exists for each product and names the approving scholars. A seller who cannot locate their own certificate is telling you something.
Frequently asked
Is a converted insurer really takaful? The conversion question is fair, and the answer here is structural: the ASCANA conversion in 2014 to 2015 rebuilt the operation on a tabarru pool with an ISSC, and the current board, chaired by Dr. Moosa Khoory with Dr. Ashraf Hashim as deputy chairman and Dr. Abdulsalam Kilani, certifies each product individually. That is more per-product verification than most born-takaful operators offer.

Does the conventional parent contaminate the takaful arm? The parent, Sukoon Insurance, is a conventional insurer, but the takaful subsidiary is separately licensed by the CBUAE with its own segregated participant funds, its own scholars and its own certificates, the architecture explained in our regulation guide. Judge the subsidiary on its own governance, which is among the market's best documented.
One closing note on fit: Sukoon Takaful suits the buyer who ranks verifiable Shariah governance above price transparency and is willing to run the quote process the market should have run for them. If you want printed numbers before any conversation, the operators that publish them, mapped in our state of play, will fit your temperament better. If you want a certificate you can hand to your own scholar, this shelf is the market's easiest to verify.
