Zurich Workplace Solutions (DEWS) DEWS Plan Sharia-Compliant Investment Options
Islamic Retirement & Pension in Dubai
The Sharia-compliant fund menu inside DEWS, the DIFC Employee Workplace Savings plan that replaced end-of-service gratuity for DIFC employers from February 2020. Members can direct employer contributions and voluntary savings into four options catering to Islamic beliefs: the Emirates Islamic Money Market Fund, the Franklin Global Sukuk Fund, the HSBC Islamic Global Equity Index Fund, and an Islamic Mudarabah option, switchable free of charge via the DEWS portal. The plan is administered by Zurich Workplace Solutions (Middle East) Limited (DFSA registration F005650), with Equiom as master trustee and Mercer as investment adviser. All-in ongoing charges as at March 2026: roughly 1.26% p.a. for the money market option up to 1.79% for the Islamic global equity option (0.20% trustee + 0.80% administrator + 0.23% investment advice + fund-specific management and expenses).
DEWS is the most important pension structure in the UAE and its Sharia menu is real: certified funds, published fees, free switching, and even Sharia-compliant death benefit handling. The single biggest failure mode is silence, since contributions default to the conventional Low/Moderate Growth fund and stay there unless the member logs in and switches. Every Muslim DIFC employee should make that election in week one. Costs are honest but not cheap; at 1.79% all-in, the Islamic equity option gives up a meaningful slice of long-run return, which is the price of the trust wrapper. Mainland employers wanting the same outcome should compare National Bonds' Golden Pension and the SCA/MOHRE alternative scheme funds.
Pros
- Regulated, trust-protected EOSB money can be kept fully halal with one election
- Institutional Islamic funds from Emirates NBD AM, Franklin Templeton and HSBC
- Fee transparency is exemplary: every layer published to the basis point
- HSBC fund's treatment of purification costs shows real compliance mechanics
- No switch fees, so correcting the default costs nothing
Cons
- Default investment is conventional; inertia leaves Muslim members non-compliant
- 1.26% to 1.79% all-in is expensive for passive exposure at plan scale
- Only DIFC employees are covered; mainland UAE workers have no DEWS access
- Four options cannot build a finely tuned risk ladder like the conventional menu

Shariah Compliance & Oversight
No plan-level Shariah board; compliance is at fund level: Emirates Islamic Money Market Fund under Emirates NBD's Internal Shari'a Supervision Committee, Franklin Global Sukuk Fund and HSBC Islamic Global Equity Index Fund under their managers' respective Shariah arrangements, with HSBC's fund excluding Sharia purification costs from its expense cap (DEWS annual charges summary for Sharia-compliant options, March 2026, and fund factsheets, crawled 2026-08-05).

Why It's Halal
The three fund options are certified at fund level by established Islamic fund managers: Emirates NBD Asset Management's Islamic money market fund (Murabaha and Wakala instruments under Emirates NBD's Internal Shari'a Supervision Committee), Franklin Templeton's Global Sukuk Fund (its own Shariah supervisory arrangements), and HSBC's Islamic Global Equity Index Fund, which tracks a Shariah-screened index and applies purification with the notable detail that Sharia purification costs are expressly excluded from the fund's expense cap, meaning purification actually happens and is paid for. The Islamic Mudarabah option adds a profit-sharing bank placement alternative. The DEWS trust wrapper itself (Equiom trustee, Zurich administration) is conventional, and default contributions land in a conventional risk-profiled fund unless the member actively switches, so a Muslim DIFC employee must make one deliberate portal election to keep gratuity money halal. Beneficiary payments can also be made in accordance with Sharia law on death, per the member guide.
